Industrial Energy Efficiency Tools in China

Many institutions in China have developed and promoted a range of tools to help industry improve energy efficiency - but which have been the most successful and what needs to happen next?

 Improvement Tools For Chinese Companies

  • Effective tools are required to support companies in identifying, prioritizing and implementing energy efficiency projects in Chinese enterprises. Currently there are few widely promoted energy efficiency tools in China.

Purpose of project

This project was designed to identify the range of international industrial energy efficiency tools available in China today, and to provide information on who has developed them and how successfully they have been applied.

IIP will work with Chinese government agencies and industrial associations to promote these tools and make them more readily applicable in China.This project will help Chinese industrial enterprises to achieve their energy efficiency targets in the 12th 5-year period by implementing international energy efficiency tools.

Evaluation Approach

In order to evaluate the tools objectively and consistently, the project team developed the evaluation criteria (such as each tool's applicability and promotion in China) and procedures (such as the presence of  trial periods, evaluation systems, expert involvement).

Evaluation of Industrial Energy Efficiency Tools

The project team, consisting of IIP, the Center for Industry Energy Efficiency (CIEE) and the China Energy Group of the Lawrence Berkely National Laboratory collected background material on seven industrial energy efficiency tools that Chinese institutions are developing or promoting. The team conducted surveys and in-depth questionnaires with the institutions to get their views on how well each tool was applied, how useful the tools are, and to gather suggestions. In parallel, energy efficiency experts were invited to evaluate the tools. Based on this information, evaluation reports made proposals to promote selected energy efficiency tools.

Workshops with Stakeholders and Partners

On March 1, 2012, IIP held a workshop to collect comments and suggestions from  stakeholders  Future workshops will  share results with stakeholders.

The stakeholders are promotion/development institutions of the international energy efficiency tools that include ICF, the US Department of Energy, LBNL's China Energy Group, ICA and relevant Chinese government agencies such as the National Development Reform Commission (NDRC) and industrial associations and Chinese industrial enterprises and tools users.

Key partners are international bodies and Chinese government agencies and tool users including NDRC, China's Ministry of Industry and Information Technology (MIIT), and the ammonia, textile, cement  and other other industries.

Results and Scaling Potential

By September 2012, the project will:

  • Deliver an Application Evaluation Report on International Energy Efficiency Tools (including one comprehensive application evaluation report and seven application evaluation reports on the selected seven international energy efficiency tools which have been promoted in China)  - in English and Chinese
  • Concrete proposals to government agencies and promotion institutions in China for promoting selected international energy efficiency tools, and adapting the tools for application in China
  • Deliver “Evaluation Criteria and Procedures” that are relevant for other energy efficiency tools, such as tools not already used in China, Chinese tools, and commercially available tools

Future steps

This project can be extended to:

  • Develop a new public website where all the information on international energy efficiency tools can accessed
  • Evaluate a greater number of energy efficiency tools, especially those that have been successfully or widely applied in other countries or regions around the world, and promote them in Chinese enterprises
  • Connect users of the various tools with the institutions that promote them in order to enhance information exchange and make the tools more useful and implementable so that companies can improve energy efficiency
