From 31 August to the 2 September, 2011, the Institute for Industrial Productivity hosted China's National Energy Conservation Center (NECC) and the Ministry of Industry and Information Technology (MIIT) in Paris for their Study Tour on Energy Efficiency Financing and Market-based Mechanisms. The purpose of their visit was to meet with European experts to learn about energy efficiency market-based policies, financing mechanisms and institutions and agencies. The delegation shared experiences with the International Energy Agency (IEA), France's energy efficiency agency ADEME, the International Partnership for Energy Efficiency Cooperation (IPEEC), Europe's leading carbon market exchange platform BlueNext, White Certificates expert Eoin Lees (Regulatory Assistance Project), and the United Nations Environment Program (UNEP).
